(St. Paul, MN)  --  Everything is "flood-ready" at the Army Corps of Engineers.  If need be, the St. Paul office can deploy about 100 personnel to points along the Minnesota and Mississippi Rivers.  Others would go to the Red River Valley where they're getting some big help from the weather.  Army Corps spokesman Mark Davidson says the other good news is that the snowmelt has been slowed by a thaw-freeze cycle.  He says the Corps has met with more than 30 communities around the region to map flood-fighting plans.
